Croatia's negotiations process. Chapter 23. New standards?

The process of accession to the EU of new countries is carried out according to very specific technical negotiations. Far from being part of the diplomatic practice framed in large conferences and negotiation meetings, most of this process is carried out in technical areas, with a certain inequality between the European Commission, representing the community part, and the candidate country.
Croatia's accession has been the first of one of the countries that had to go through a civil war to succeed the former Yugoslavia. In this case, the technical negotiation process has been completed with the introduction of new technical criteria and more practical and advanced conditions. In this article we analyze this process from the perspective of chapter 23 of the acquis communautaire, which refers to the sectors of justice and fundamental rights.
