European border policy in the Western Balkans. The arduous road to visa liberalization

After the latest enlargements of the European Union (EU) to the East, in 2004 and 2007, there are still some countries, now located on the eastern border of the EU, that are outside that “new Europe”. Towards the East we have Moldova, Belarus, Ukraine, the countries of the Caucasus, located under the geographical and energy influence of the Russian Federation, and whose relationship with the EU fundamentally depends on the bilateral relations between the two great powers. In the case of the Western Balkans, on the southeastern border, the situation is different since the immediate step that is intended to be taken in the coming years is accession to the community institutions, although the EU delays the process every time It seems that this is going to take place, which causes skepticism and disbelief to grow among the citizens of these countries.
This article aims to give a specific vision of one of the tools that the EU has to promote and enhance the modernization and institutional reconstruction to which these states have been subjected during the last twenty years in such a way that in the near future they comply with the conditions required by the Union to join its institutions, that is, it is a textbook implementation of the Union's “soft power”, applying what is known as “conditionality”, contrary to what happens with other EU border states.
